In 2019, updated building codes came into effect in Ukraine - according to them, all public and residential buildings must be equipped with ramps. If it is a new construction, then the entrance must be barrier-free or with a lift for people with reduced mobility, if it is a reconstruction, the installation of a ramp is mandatory.
For a person in a wheelchair, a ramp is the only way to get inside the building. And if the house is residential and the person lives in it, then without a ramp and outside help, he will not be able to leave the house on his own.
